Vocabulary management project

The much talked about but yet to be implemented plans for creating the environment and processes necessary to enable community development and management of vocabularies at W3C.

Note that this issue is also related to our relationships to schema.org, which is definitely a strategy issue...

We also need to consider the relationship to other organisations that are defining vocabularies and models for different domains in the IoT.

An EU project proposal, BDEStack, has provision for some work in this space. And there's a (so far Team-only) proposal paper on it.
