I raised this as a point of discussion as part of the work on rechartering the Device and Sensors WG: w3c/das-charter#29

WebUSB was used for a security exploit (bypassing browser-based protections), and similar architectural problems may exist with WebNFC.

This work seems to be active; see the spec [1] and email discussion.

I am not following this work because the Web Payments Working Group is not currently focused on physical-world payments.

Update: Web NFC API is shipping in Chrome 89 for Android by default:
