[Feature]: Shareable Workflows

Description

Allow workflows to be shared with an API only flag - this will provide an API-only way of getting the replay.json for a workflow that could be used for external testing / debugging of latest crawl in a workflow.

UI should indicate if a workflow is shared.

For full UI, collections are still the preferred method.

Requirements

• Flag to indicate that workflow is sharable
• A /public access point for a workflow replay, if shareable.
• UI indicator if a workflow is marked as shareable.
