[Jetpack Setup] The initial screen is not scrollable and doesn't work well with small devices

When starting the Jetpack Setup for an existing store, the initial screen after typing the site address can't be scrolled, and on smaller devices this hides the TOS content:

Tested on an iPhone SE 2, iOS 18.1
