Deploy should fail if locale strings are missing in a locale #944
Description
What happened?
If a locale is missing a key, it will crash the browser. But our deployment doesn't check for this, or automatically machine translate missing keys, and so we often release with broken keys.
Anything else?
We already have the infrastructure for detecting and translating things, we just need to build it in to the build process.
