pip not running in development server

Hi Andres, please have below the steps I followed that could replicate the issue at your end.
pip uninstall
(delete all pip files in c/ado/plus)
github install worldbank/pip, version(0.10.7) replace
discard
pip cleanup
pip, clear server(dev) version(20230626_2017_01_02_TEST)
