Context

ADR-017 D1. An issued manual opens with a cover page and a table of contents. Word computes TOC pagination on open — SpecR asserts structure, not page numbers.

Scope

Create:

• Cover page from project metadata + style template
• Word TOC field over section headings

Acceptance

• Generated OOXML contains TOC field code + one entry per section in TOC order
• Cover carries project name/description; style template applied
