Creating applications with same client name under different application owners

Description

When we are trying to create the application with the same name for the second time with another user,
the received existing application data doesn't mention there is an already existing application.

Also the current response for the second attempt has missing components: App Owner is null and Json String is missing the "redirect_uris":"www.google.lk" and "client_name":"rest_api_publisher"
