[Feature] API support for Idle user account identification

Description

Following improvements need to be done to the Product-IS server along with this feature.

Provide API-based capability for idle user account identification to retrieve the idle user account for a given time period. The API can be used to identify the inactive user according to their last login time by providing the inactive date as an input parameter.
Introduce improved handler to store the successful last login timestamp to the the "http://wso2.org/claims/identity/lastLogonTime" user claim.
