管理员创建问题 #110

当创建一个管理员账号并删除后，再次创建相同账号的管理员提示创建失败，猜测由于是软删除而数据库中已有同名账户导致的创建失败，是否可以考虑当创建的是一个已删除的账号则将is_deleted更新为1
