Estimate operator execution times given hyper-parameters

It would be nice and useful to be able to produce estimates of the execution times for the operators in this library given a set of hyper-parameters. This is still somewhat vague, so I'm keeping this ticket here as a place-holder.

Presumably the resolution here would be a Python function (useable by the xformer) that returns the estimate.
