Apparent missing file

Several of the example commands, including `python scripts/run_AutoRally_CBF_MPPI_for_experiment.py` and `python collect_offline_dset.py` seem to require `environment/dynamics/autorally_dynamics/ccrf_track_optimal.npz`, but I don't see the .npz file at that location or anywhere else in the repo.
