Does the .pth file downloaded in google drive need to be retrained?

I just want to use the trained model to take segmented images, I don't want to train again.So download the cityscapes-bisenet-R101.pth file as the model‘s paraments,and I change the network.py like this.

But the result is not good.Can someone tell me what is the problem.
