Skeleton Packages don't work with package templates

Environment

Device and OS: arm64
App version: Zarf v0.48.1
Kubernetes distro being used: k3s

Steps to reproduce

1. run zarf package publish on a skeleton package with one or more templates.

Expected result

It works

Actual Result

Fulfilling a template requires passing in a --set variable or being prompted for one. Publish does not support either.
