due to the increased usage let's calculate when we should request to increase tasks provisioning etc quotes:
https://docs.aws.amazon.com/AmazonECS/latest/developerguide/service-quotas.html

so far in v2.x let's play with limitations to handle all negative throttling's and client exceptions on all phases.

removed milestone as we migrated a lot of workload into the private e3s/esg cluters. Let's keep for just in backlog
