Is it possible to dynamically generate a Kconfig fragment from a CMake script ?

The Kconfig fragment will be used to set Kconfig symbols such as:

• CONFIG_SMP
• CONFIG_MP_MAX_NUM_CPUS

Sure you can make one, you cannot include it in the build after having generated it

Are you saying it is not possible to make a Kconfig fragment generated during the build take effect during the same build ?

If yes, is there a way to effectively change the value of Kconfig symbol during the build from soc/cdns/*/CMakeLists.txt or any other soc specific CMake scripts ?

There is not, you can set defaults in the Kconfig files themselves but you should not even be attempting to change them during compilation
