Add support for CAP outside of registration

In a review of the CAP negotiation code, I noticed that it only processes CAP messages while registering. Ideally, this should be independent of registration.

I'm thinking we should revert 907399d and remove the check on registration lock count for cap. however, I'm open to alternatives if someone wants to tackle both this and CAP NAK at the same time.
