Add “Top starred repos” just above the full repository directory. It shows the ten public repos with the most stars, their counts and descriptions, with alphabetical tie-breaking. Star counts come from the existing GitHub responses and refresh through the current daily job.

Validation: 18 unit/integration tests, Ruff, strict mypy, actionlint, live API E2E, and GitHub Markdown rendering pass. Independent review is clear after fixing a live-test race between separate star-count snapshots.
