The committee validator
0x7ac7E9d4is fail-closed on purpose. Its keeper (io.aastar.dvt-committee-keeper) was stopped on 2026-09-27 by the author's decision, to comply with DSR's hard stop: without DSRacceptedor an authorgo, every Sepolia write must stop — andsnapshotEpochis a Sepolia write. DSR execution instruction v4 (Seeder CC-122, 2026-10-09) confirms it: "committee validator 当前 fail-closed 属已知 HOLD 状态。恢复前必须将 committee-keeper 换专用 EOA 并观测连续两个 epoch。"- Do not restart the keeper to clear this alert — that is itself a Sepolia write under the HOLD.
- Keep this issue open. The monitor files one issue per category and stays quiet while it is open; closing it makes it re-alert.

docs/HANDOFF.md§2.3 (PR docs: handoff as of 2026-10-10 [DO NOT MERGE — DSR v4 HOLD] #382). The local heartbeat closes this automatically once the stack recovers.
