Bump every direct dependency to the latest release: axum 0.6 -> 0.8 (with axum-macros 0.3 -> 0.5 and axum-extra 0.7 -> 0.12), tower-http 0.4 -> 0.7, askama 0.12 -> 0.16, sqlx 0.8 -> 0.9, toml 0.7 -> 1.1, indexmap 1 -> 2, itertools 0.10 -> 0.15, rust-embed 6 -> 8, size 0.4 -> 0.5, thiserror 1 -> 2, reqwest 0.11 -> 0.13, and the OpenTelemetry crates to 0.32 (tracing-opentelemetry 0.33). The unmaintained structopt is replaced by clap 4 with the derive feature, async-trait is added for the paginator's async trait, and hyper/hyperlocal are dropped in favour of serving through the tokio listeners in axum. Adapt the server and views to the new crate versions:
- axum 0.8: typed route patterns use {param}/{*rest}, the query
extractor implements the new FromRequestParts signature, and the
server runs on tokio TCP/Unix listeners via axum::serve.
- clap 4: command-line options move from structopt attributes to the
derive API.
- OpenTelemetry 0.32: the OTLP exporter, resource and tracer provider
are built with the builder API, and the provider is kept alive for
the lifetime of the process.
- askama 0.16: the filters module is exported at the crate root so the
generated template code can resolve the custom filters.
- sqlx 0.9: IntoArguments no longer carries a lifetime argument.
- misc: itertools group_by -> chunk_by, plus repeat_n, div_ceil and
or_default cleanups.

templates for the new parser: {% extends %} stays first, {% call %}
