Added Hover Effect to "Apply to GSoC with AOSSIE" #417

By fixing this issue, I have introduced hover effect to "Apply to GSoC with AOSSIE" button on main page . This will help in creating a better UI to front page. When the User will click on "Apply to GSoC with AOSSIE" button , the button will pop-up.
