What

ADR-0030 enters the ledger: the mini-scheduler's active environment - scheduler.environment names the instance's environment, the active environment lives in a data store the application provides through scheduler.environment.store and is read at every scheduled point, a standby instance skips a scheduled job at execution with one log line and honours an operator's manual run, and the switch is the application's REST endpoint. RFC-0008 is marked Promoted → ADR-0030 with its resolution, and CHANGELOG Unreleased gains Added item 8. Docs only; SkillSnapshotTest and the docs canon are green.

Why

PR #539 (squash 74212b1e) merged with green CI, so the proposal is a decision and belongs in the decision record, per the convention that the ledger records only accepted decisions. The record keeps the reasoning that matters later: why the property is not app.env, and why the first draft's scheduler.active.environment property was dropped at review - a startup value beside a source of truth is a question the operator has to answer.
