Sync main into beta before merging beta back to main (replaces #82, which had conflicts).

Brings CI/housekeeping changes that landed on main into beta:

• Consolidate CI, weekly, and autoassign into shared reusable workflows (Consolidate workflows into shared ApolloAutomation/Workflows reusable workflows #78)
• Standardize pull request template, moved to .github/ (Standardize pull request template #77)
• Add MSR-2 datasheet (Add MSR-2 datasheet #76)
• Dependabot github-actions bumps

Conflict resolution: ci.yml and autoassign.yml both conflicted (beta had inline versions, main consolidated them). Resolved by taking main's consolidated reusable-workflow versions per decision. Note: main's autoassign uses pull_request and skips fork PRs, so the earlier pull_request_target fork fix is intentionally superseded.

No firmware source changes. Keeps beta a clean superset of main.
