Allow artists to create custom perks for subscribers at specific tiers: - FanPerk entity with tier-gating, perk types, discount support - CRUD endpoints for artist perk management - Public listing endpoint for fans to see available perks - Hidden perk support for drafts Closes AudioBitsStellar#415
