Add a pre_build script responsible for downloading the SDK script from the AWS S3 bucket and running it. This process was previously part of the CI GitHub Actions workflow but is now added as a standalone script so local builds can also use it. Signed-off-by: ffrancis <ffrancis@qti.qualcomm.com>
