Use DIAG-specific headers when DIAG support is enabled by adding the USE_DIAG_HEADERS compile flag. Drop -llog from linkage since it is no longer required. Update CI build options to disable dummy_diag and enable DIAG for consistent builds. Signed-off-by: Sairamreddy Bojja <sbojja@qti.qualcomm.com>
