Summary
Adds a local deployment verification guide (docs/LOCAL_DEPLOYMENT_VERIFICATION.md) for PocketPay Contracts to step contributors through building WASM binaries, deploying to a local Soroban network, running initialization smoke checks, and troubleshooting deployment issues.
