API tagDescriptions are extracted with hardcoded source APIM resource IDs. #307

Actual behavior

API tagDescriptions are extracted with hardcoded source APIM resource IDs.
They cannot be filtered via filter.yaml.
They are not rewritten during environment promotion.
They fail deployment to target APIM instances.
