Add support for send-service-bus-message policy

Proposal

The send-service-bus-message policy is in public preview but it's a promising one that will have an adoption. Because it's a transformational policy involving logic to convert HTTP payloads into ASB body and headers, testability is critical.

I will be preparing as part of the documentation update a contribution guide as Tom Kerkhove (@tomkerkhove) mentioned. It will guide on how to add new policy in authoring library, compiler and how to test that. Guide will be available in couple of weeks.
