Based on Azure/azure-sdk-for-net, minutes a few packages that are .NET-specific or have long been deprecated.
Also removes another package that is .NET-specific we missed.
If we get throttled, we get throttled for 5 minutes; so, rather than get a 429 error, parse it for the date, and wait that long, I just wait 330 seconds (300 seconds was apparently too quick). I'd rather not keep generating 429s and risk getting banned.
