Add ADO pipelines

Description

Fixes:

• Replace .NET CI/CD workflows with Python equivalents #2
• Write Python SDK documentation (README, CHANGELOG, ROADMAP, GENERATION) #4
• Fix pyproject.toml metadata and remove .NET build artifacts (global.json, .editorconfig) #8
• Update .github config files for Python (dependabot, copilot-instructions, templates, CONTRIBUTING) #6

Changes

• Creates Code Mirror, Official Build, and Public Build Azure DevOps pipelines
  • Currently, mirrored repository and pipelines lie under azfunc organization - this will be reorganized in the future
• Removes dotnet references from documentation files
• Defers annotation evaluation (Codeful SDK Generator update)

Testing

• Unit tests added/updated
• All existing tests pass (dotnet test)
• Manual testing (describe below if applicable)
