Adds a reviewed three-phase publisher for the completed qwen38_minimal_bf16 run: local authenticated upload, credential-free revision-pinned GPU verification, and local Collection finalization. The deferred expanded BF16 and QLoRA rungs are rejected before side effects. Includes exact retrieval-manifest, source/scorer/report/topology audits, tests, and operator documentation. No live Hub write is performed by this PR.
