Move GitHub Actions to Node 24 runtimes

Outcome

Move the repository's JavaScript-based GitHub Actions from the deprecated Node 20 runtime to their current Node 24 major releases.

Changes

• use the current Node 24 majors published by each action maintainer
• keep every workflow trigger, job, permission, matrix, input, and publishing condition unchanged
• update release and Pages actions where this repository uses them

Verification

• every referenced major exists in the action maintainer's official repository
• runs.using is node24 for the JavaScript actions; the Pages upload action remains composite
• all workflow YAML parses successfully
• the diff changes only uses: references
• no superseded Node 20 action reference remains in this repository

The pull request CI is the final repository-specific behavior check before merge.
