With
directory: "/", thegithub-actionsecosystem scans only.github/workflows/and a rootaction.yml, so Dependabot has never seen the pins insideactions/<name>/action.yml. It carriedcreate-github-app-tokento 3.2.0 in the workflows while the copies underactions/sat onv2andv3.directoriesaccepts globs, so/actions/*covers each composite action.Changes
