Some drivers (sqlite) are notorious for popping up dialog boxes if something is off with connection string. We cannot show anything GUI since PostgreSQL runs as daemon/service.

Use v140 platform toolset on AppVeyor for PG12 also check whether correct toolset is used and issue (just) a warning in case of mismatch.
