Default solution generation only including UWP and WASM heads not WASDK

Describe the bug

We used to get all three heads to run locally for the all solution and single component: UWP, WASM, and WASDK.

Now it seems in main that only the UWP and WASM heads are brought over (for all solution and individual component).

I assume this was from some changes we did for the CI, but we should ensure the local dev environment remains stable as well.

Steps to reproduce

1. clone repo
2. generate a solution

Note: no proper startup project selected

3. look in heads

Note: Only see UWP and WASM heads.

Expected behavior

See UWP, WASM, and WinUI heads.
