Adds Amazon DocumentDB troubleshooting page

What does this PR do? What is the motivation?

This adds a troubleshooting page for Amazon DocumentDB. Specifically, we want to explicitly list all mongodb metrics that are unavailable for Amazon DocumentDB instances.

@lu-zhengda hey, would you be able to spot check the metric list I included here to confirm these are the actual metrics we will not have from Amazon DocumentDB (content/en/database_monitoring/setup_documentdb/troubleshooting.md)? I used your google doc and a manual spot check on documentdb instances to generate that list.
