Changes and Fixes some coloring issues, as well as adding scrollbar-color property to entire HTML for better looks. (Only works on certain browsers.)

Changes and Fixes some coloring issues, as well as adding scrollbar-color property to entire HTML for better looks. (Only works on certain browsers.)
Coloring issues were on the nav bar, when hovering over the different icons, the BG color for the popup (an :after) was white, which made it impossible to read, as the text was white too. I also fixed a change in any Announcement for classes, changing the bg color for a div. Also made the scrollbars look nicer.
