Initial pass at supporting Drive Train simulator

Compiles clean, but almost certainly doesn't work yet. But needs to be merged and brought into line with Keon's pathfinder work.

• exends ITeamTalon to include necessary api's from BaseTalon
• treats TalonFX as TalonSRX when running as simulator
• works around lack of support for simulating integrated encoders
• lots of new constants added to constants.DriveTrainConstants
• converts NavigationSubsystem gyro getYaw to make navX match simulated gyro clockwise vs counter-clockwise -180..180
