Author docs/observability.md covering the end-to-end observability stack: context propagation path (HTTP -> middleware -> listener -> jobs), correlation-ID-to-trace-id relationship, full metric catalogue with SLO/alert use, triage correlation procedures, and cross-links to the on-call SLO runbook and operations-metrics doc.

Add src/tests/docs.observability.test.ts asserting documented metric names match the registry, required sections are present, runbook cross-links are valid, and metric types match code.
