About The Pull Request
Genetics is a crew-facing service. The RD's office is a private area. And yet, their locations on Pubby were counter to their purpose. The RD's office was surrounded by a public hall, and genetics was stuffed in a back room. This PR switches their locations.
Why It's Good For The Game
It should be much easier for genetics players to interact with the crew, advertise their services, and get help when their test subjects attack them. They also get the benefit of a desk and windoor facing a public hall.
The RD's office is now a more private location, and has the added benefit of a bunk/private storage.

Changelog
Exchanged the location of Genetics and the RD's office. RD's office is now slightly bigger than before, while genetics is slightly smaller. Expanded the footprint of the new genetics location to compensate.
