The Windows (x86_64-w64-mingw32) build reaches the manual link step, picks up
the Windows system libraries this recipe already appends, and still comes out
with a single undefined symbol:

ld.lld: error: undefined symbol: InitSecurityInterfaceA

InitSecurityInterfaceA is SSPI, exported by secur32.dll, so add -lsecur32
alongside the others. It is the only symbol still undefined after that link — I
checked the full set of undefined symbol: lines emitted after
clang @bazel-bin/libReactantExtra.so-2.params runs, and that is the whole
list.

Surfaced by the Enzyme-JAX JAX bump (EnzymeAD/Enzyme-JAX#3250), where the
Windows jll is the last failing platform; the other seven now pass.

The Windows build gets through the manual link with one symbol left over:

  ld.lld: error: undefined symbol: InitSecurityInterfaceA

Windows system libraries this link already names.  It is the only symbol still
undefined after that link.
