Updated docs, minor bugs fixed and added new agent Maelstrom

Updated Docs:

• added agents description (Skieró, LaunchTracker, Maelstrom) in ./docs/agents.md
• added glyphs (Skieró, LaunchTracker, Maelstrom) ./docs/glyphs.md

Some Fixes:

• added conditional type confidence in ./utils/logger.ts (for Skieró, LaunchTracker, Maelstrom)
• updated the observer glyph in ./agents/observer.ts to Δ ( as mentioned in docs ).

Added:

• new agent name Maelstrom for now in ./agents/maelstrom.ts, acts as a liquidity drain monitor ...observes whales..!
• added some tests for new agent in ./tests/maelstrom.test.ts
