[NoQA] Fix personalDetailsList reference breaking typecheck and PolicyMemberTest

Explanation of Change

Fixes the TypeScript and Jest failures on main caused by an incomplete personal details refactor in buildAddMembersToWorkspaceOnyxData.

The function no longer receives personalDetailsList, but still referenced it when building doesPersonalDetailExistByAccountID. This change derives that map from newPersonalDetailsOnyxData instead, and updates PolicyMemberTest to use the new function signature.
