Make editable cell hover target full height

Explanation of Change

This follow-up updates editable table cells so the hover target covers the full row height while keeping the visual layout unchanged.

The editable cell now extends into the row’s vertical padding area, with matching inner padding so the content remains visually aligned.

Tests

1. Open the Spend table on a wide layout.
2. Hover over editable cells such as merchant, date, category, tag, and amount.
3. Verify the pencil appears when hovering anywhere within the full row height of the editable cell.
4. Verify the row/cell visual layout looks unchanged.
5. Click a pencil edit button.
6. Verify the cell enters edit mode.
7. Press Tab to focus an editable cell’s pencil button.
8. Verify the pencil becomes visible/focused.
9. Press Enter.
10. Verify the cell enters edit mode.
11. Open a report with multiple expenses.
12. Repeat the hover and edit checks on the report expense rows.
13. Verify no errors appear in the JS console.
