Explanation of Change

This PR migrates the optimistic change-approver report action formatting path away from the deprecated LocalePhoneNumber formatter.

buildOptimisticChangeApproverReportAction now requires formatPhoneNumber, and ReportWorkflow forwards the active formatter from the change-approver pages. This keeps the optimistic “changed the approver to …” message using localized phone-number formatting without adding optional params, fallbacks, or broader MoneyRequest changes.

1. Log in with an account that has access to a workspace expense report.
2. Open a submitted workspace expense report where you can change the approver.
3. Go to the change approver flow.
4. Choose either:
   • Add approver, then select another approver, or
   • Bypass approvers / assign report to yourself, if available.
5. Verify the approver changes successfully.
6. Verify the optimistic report action still shows the approver name correctly.
7. If available, use an approver with a phone-number/SMS login and verify the optimistic action displays the formatted phone number correctly.
