Can not create change request for deleting segment override

Describe the bug

if you delete a segment override and try to create a change requets, you get a pop-up saying that there are no changes so you can not create the change request.

Steps To Reproduce

In a project where change requests for features are on and you have a feature with a segment override:
Delete the segment override and try to create a change request.

Expected behavior

It is possible to create a change request to delete the segment override.
