PS. Так же возможно стоит заменить глобальный список на переменную в SSadmin_verbs? Потому что глобальные списки менять можно, а эту подсистему нет

Теперь работает. Исполнение все еще не идеальное... Потому что проверка чувствительна к регистру... Да и проверять НАЗВАНИЕ верба тоже не хорошо....

Но оно сейчас хотя бы работает, а еще модульно
