What's in this PR?
Initializes OpenSpec scaffolding in this gem so the canonical-owner-names change proposal for LIBTRACK-132 (and future spec-driven work) can be authored and applied here.

openspec init --tools claudeand committed the resulting Claude Code integration under.claude/. No runtime behavior is affected — this is pure tooling setup. The gem-side fix (canonicalizing owner names in upload payloads solibrary_trackingno longer sees:bizops/bizops/:bizops:as distinct teams) will land as a separate proposal-and-implementation PR on this branch.QA Instructions
