Instead, rails_admin.css is now just a cached compiled css file

This does it by including bootstrap css statically as part of the codebase.
This is just a quick solution when it is impossible to upgrade to rails 4. It provides a fork of rails_admin which works for rails 3 when you want to use Bootstrap 3.0 or higher in the actual app.
